Need help implementing a template

Hey friends, I drew up an idea of what I would like my comic to look like, unfortunately all I know of HTML is how to change images (which is why I already have Next, Last, Back, and First buttons drawn as well as ratings created).

Anyways, I'd like a layout similar to this...

Of course it'll be cleaner. I just made this up on the fly. Anyways, the background is a centered image of a Pokeball which surrounds the comic itself. Then in the comment section, the comment title is surrounded by red, and the comment itself is a light blue (same colors as the Pokeball). News, Archive, and Fav will be images similar to Next, Last, etc. But they will be to the right of the comic.

Anyone willing to help me figure this out? Or even alternatives and better ideas?

There's something that stands out to me about that... Comics are bigger than that dotted line. If you want the pokeball to surround the comics, then either the pokeball will no longer be round, or the pokeball would be too large to see (I could be wrong, but I'm not sure how it could work otherwise). If you want the pokeball to be that size, then it'd be much easier to achieve, but it would probably be behind the comic page.

edit: on second thought, your comics are smaller than I remembered. It might look okay. The only way to find out is to try it and see.

D'oh! I resized wrong :P

Yeah, I meant for the Pokeball to be bigger and the comments to be smaller...
